Members of Congress must report their stock trades within 45 days. Company officers and directors must report theirs within 2 business days. We read those public filings and score each trade in defense, cyber, utilities, energy and shipping stocks from 0 to 100.
Timing is the largest factor. It counts points when the stock was bought or sold a few trading days before a dated event in the same sector: a contract award, a committee hearing, a rate decision. The other five factors can add points with no event at all. A score of 50 or more with timing points is a timing flag. It is a count of points, not a finding.
How to read this
Each card is one trade from one filing. Six factors add up to the score: timing 35, committee 20, size 15, instrument 10, late filing 10, clustering 10. The receipt under each score shows every factor, and the trade page shows the formula.
Timing counts trading days from the trade to the nearest event after it. The null rate beside it says how often any trading day sits that close before such an event by chance. A trade under a 10b5-1 plan gets no timing points. Congressional filings have no plan box, so their plan status is unknown. What the stock did after the trade is shown, never scored.
Timing flags and calendar events per week, last 26 weeks. 0 timing flags and 0 calendar events in all.
Weeks run Monday to Sunday. Flags count by trade date, events by their date in New York. The sector filter applies to both panels, chamber and party to the flags. Counted from the trades API and the calendar API. Every row there carries its receipt.
A timing flag is a statistical observation about public filings. It is not a finding of wrongdoing. Filings may be amended. Verify at the source.
Filings come from the Clerk of the House (grade A2, completely reliable, probably true), the Senate Office of Public Records (grade A2, completely reliable, probably true) and SEC EDGAR (grade A1, completely reliable, confirmed by other sources). Events come from USAspending.gov, Congress.gov and the Federal Reserve. Scores are ours, under CC BY 4.0. Times are in your local time. Receipts show UTC.
